Who could Bovi be referring to?

So, in the midst of Busola Dakolo and Pastor Biodun Fatoyinbo saga, Bovi posted a tweet yesterday which many believe is a shade to the pastor who was alleged of rape.

He wrote;

“Cosby took time. R. Jelly took time. Is it not penis? It will rise again”
